HOW I SEE DEVELOPMENT ADMINISTRATION AND ITS IMPORTANCE FOR A COUNTRY’S DEVELOPMENT.



 The Development Administration, as defined by Edward Weidner is “the process of guiding an organisation toward the achievement of progressive political, economic and social objectives that are authoritatively determined in one manner or the other”. It involves machinery for planning economic growth and mobilizing and allocating resources to expand income. It refers to the administration of development programs and the method used by large scale organisations like government to implement policies and plans designed to meet these developmental objectives or results. There are many definitions, but the major thrust has been applied over it’s being “action-oriented, goal-oriented, change (in administrative system) oriented, result-oriented and citizen participative oriented”.

After the second world war, many countries emerged as independent states, before it, these countries were stricken with underdevelopment leading to poverty, backwardness and many such issues. Now they are moving from undeveloped or underdeveloped state or economy towards a developed economy, they are developing countries. They try to bring socio-economic transformation through planned change.

A proper development administration must or at least try to influence or play a major role in: Socio-economic changes i.e., maintaining a status quo; Contributing to a goal-oriented, will-motivated, action-motivated and innovative mindset which can lead to higher productivity; Commitment among the workers and bureaucrats’ involvement and emotional attachment towards their job; Orientation towards their client i.e., will to satisfy the needs of target clients while being active participants in the scenario; Time oriented, all programmes must be completed within the intended time period with the help of modern tech and may use sophisticated tools to help fasten the progress. Acquiring new skills and new ideas, it emphasises on group and inter-group collaboration rather than on individual performance. Recruiting trained employees and training existing staff, adopting empirical approach to problem-solving and problem finding are points which shows a good development administration.

While a good public administration creates a safe and civil society, a good development administration does a much more needed thing, at least for a developing or an underdeveloped nation, it provides leadership to make the life of citizens of a nation better. It makes the administrative process more democratic as it involves and allows people or citizens to participate in the management of development affairs and processes social change as a technique, introducing new ideas, techniques and behavioural change is its crux, it makes clear that politics and administration are closely related and can’t be demarcated.

Developing countries with the help of development administration explore the dynamics of change and administration, filling the gaps between developmental needs and administrative responses. Without a proper and serious developmental administration, the nation will steadily fall behind and a rise in poverty, hunger, ignorance and inequality leading to backwardness will be noticed, which will lead to an underdeveloped nation, a nation which is moving backwards instead of moving forward.

Thus I rest my case, Development Administration is Important for a Nation.
